This ASHH health news blog article will discuss one of the most recent changes to the Kansas healthcare landscape. The state of Kansas has announced that Aetna will be replaced by a new coverage plan known as Healthy Blue.

The State of Kansas Announces Healthy Blue to Replace Aetna as Medicaid Managed Care Provider

As of January 1st, 2024, the state of Kansas has made a significant change in its Medicaid managed care program. Healthy Blue will replace Aetna as one of the state’s managed care organizations (MCOs).

This transition is part of the ongoing efforts in the state of Kansas to ensure high-quality, accessible, and cost-effective healthcare services for its Medicaid beneficiaries.

Kansas has been using the managed care model for Medicaid since 2013 under the KanCare program. This program serves over 400,000 Kansas residents, including low-income families, pregnant women, children, the elderly, and individuals with disabilities.

The Transition from Aetna to Blue Cross & Blue Shield of Kansas & Anthems: Healthy Blue Program

In 2023, the Kansas Department of Health and Environment (KDHE) and the Kansas Department for Aging and Disability Services (KDADS) announced that Healthy Blue, a partnership between Blue Cross and Blue Shield of Kansas and Anthem, would be replacing Aetna as one of the three MCOs in the KanCare program.

The other two MCOs, Sunflower Health Plan and UnitedHealthcare Community Plan will continue to serve the state of Kansas as they have in the past.

Why is Kansas Switching from Aetna to Healthy Blue?

Several factors influenced the decision of the KDHE and KDADS to switch from Aetna to Healthy Blue:

  • Overall Quality of Care: Healthy Blue has a strong track record of providing high-quality care and innovative health solutions.
  • Local Presence: Blue Cross and Blue Shield of Kansas, part of the Healthy Blue partnership, has deep roots in the state and a strong understanding of the local healthcare landscape.
  • Cost-Effectiveness: Healthy Blue’s proposal demonstrated a commitment to cost-effective care, promising to deliver high-quality services while managing expenses.

What Does This Change Mean for the Medicaid Beneficiaries of Kansas?

For Kansas Medicaid beneficiaries, the transition to Healthy Blue means they will have access to a new network of healthcare providers starting in 2024.

Beneficiaries currently enrolled with Aetna will be automatically transitioned to Healthy Blue unless they choose to enroll with one of the other two MCOs.

What Are the New Benefits of the Healthy Blue Program?

The KDHE and KDADS expect the Healthy Blue program to be a welcomed improvement that brings several new benefits to Kansas’s beneficiaries.

  • Improved Healthcare: With a focus on preventive care and innovative health solutions, Healthy Blue aims to enhance overall health outcomes for Kansas’s Medicaid beneficiaries.
  • Enhanced Health Services: Healthy Blue offers beneficiaries improved access to care and a broader range of services.
  • An Increased Community Engagement: Healthy Blue’s local presence is likely to foster stronger community ties and a better understanding of the local healthcare needs of their Kansas beneficiaries.

The transition from Aetna to Healthy Blue is a significant shift in Kansas’s Medicaid-managed care landscape. This change signifies the state’s commitment to ensuring high-quality, accessible, and cost-effective healthcare for its residents.
